The original (not OP's, I don't think?) of being able to choose from either a free, non-bountyable return hit or placing a bounty on the attacker was, IMO, the simplest solution of all to implement ..

I think this thread has run it's course. It's become a real mess and the idea behind it all appears to have been lost.
