Does the doubling effect apply to both the global kill count and the top 100 list?
Yes
I for one thought you all mentioned making it so it did not count towards top 100 medal, and I still think thats the best way.
Just my thoughts.

Reckoning - +0.2% per point chance of doubling a random skill level for the battle if you initiate the combat (Note that this skill does not work with Doubler, Summon Shield Imp or Counter Attack.).
...my guess is it will not work with reckoning..but great question!

I see the new potions and I am wanting to clarify again to make sure I am reading right. The potion will increase your kills to qualify but not towards your medal.

So how do these potions work? do they use extra stamina the same way doubler does? if so if you use that potion and say a acceleration potion for double 500, would you use 33 stamina a hit?

forget about doubler pots -- just use the global pot
