to answer my own question, i saw some psi darts at level 9, they're unique to purists. funny i havent seen any more unique stuff, but its known by now anything hardwired is for cyborgs, and guns are obviously for soldiers.

There are mind shards in the market a little further on. In the desert. They are for purists who want to use the mind shard skill :)
