The text itself reads "an refined amulet of vigor#18 vitality", should be "two refined ... of vigor".

White Spirit used to treat Lithistle Logs into Lithistle Timber has "Req. Forestry lvl 12" in its description, but you can buy it and use without any problems at forestry lvl 11, required for lithistle logs.
