Depending on the cost it can be worthless to me. Also, re-rolling only the rarity won't make any difference in most cases. At least to me, as I won't do the PVP ones (or bounty, if they are going to be added), the almost "Impossible Mission" ones and the not-so-interesting ones.
But if there is, at least, someone interested in, I vote YES! Even if I'll never use it.
I believe if it is going to have a re-roll, then should be a full re-roll (like a casino).

I liked this idea from the beginning but tbh, the best way this would work would be if there were either an option to keep the original task if the reroll is worse, or if there were a list of 3-5 random replacement quests.
A cooldown of 48-72 hours is a must to minimize exploitation. Possibly a limit of x times per 30-90 day period should also be imposed.....

1 FSP = approx 250k gold.
FSP sink means gold cost goes up.
An FSP sink is an anti-gold sink.
How does this re-roll improve the game? It doesn't.

This does not need more debating. Hoofmaster and I are both for a reroll with a cooldown on it's use. We'll likely implement it once the App is completed and out in the wild.

First, please note that the suggestion is for there to be an FSP cost. If this was added into the the gold upgrades suggestion, I'd be a bit more for it. That said:
The economic issue is the fact that it increases the value of FSP.
Increasing the value of FSP is negative for gold.
What should be analyzed is whether an increase in gold-cost per FSP translates to overall revenue for HCS. (It was suggested here that this would increase donations to HCS).
I believe it will only serve to contribute to the "this is a pay-to-win game" argument.
This will be detrimental to the app release.

I am not "debating" the issue. I'm providing economic background to educate players for future considerations.
My post is 100% on topic and is directed towards education of the game base and HCS employees, not towards overturning the announced HCS decision.
IMO, too many FSers are focused on their particular character and do not have the capacity, or perhaps interest, to consider the overall effect to the game which will naturally have an impact on their character.
