I had the same problem. My bp filled up a bit, so I guess it worked, though who knows it stopped earlier than the amount I sent my scouts away for...
Overall, perhaps FS is just not bringing enough revenue to justify more development to take place. Perhaps it is just as simple as that. HCS is a business as said many times before by others, so in the end it is about $$$. Who knows, fsp sales may be at a certain point before they can address a developer to this game again. The game is old, 2D and many other games out there that are free and 3D. And require less investment to play. On the other hand, this game is 2D thus should be cheaper to keep running.
From what I have read all the games are on the same internal network/server which makes sense, but most likely something hardware/software wise is not up for the job.
A while back it was announced that the game would have a full time developer again, but so far except for the beginning of that statement, development on the game has not picked up. That worries me, as a lot of things on the roadmap should not be taking that long to implement. Sure it needs programming and testing, but with a full time developper, not sure what is going wrong. 
Only other thing I want to mention, is that when you run a 24/7 service like a internet game, there should be around somebody 24/7 who is able to act when there are problems. And to make sure events start/end at the given times. (though imo that should be arranged automatically)
Same for new content, I am quite sure this could be made almost automatically. Only the quests should be made manually. But then again, the way quests are now, do they really add anything? Many will skip them during their hunt. Prolly would be better to take the quests outside the maps, and make a separate section for them.
