If you want to be a founder and attract recruits you need to invest a lot into your faction to make it attractive to others so they'll want to join, Start by adding Structures & Tagging gear for your members to use but make sure you are prepared to invest a lot of FC into your faction as their are many existing factions that have many openings and have a lot to offer.
and it helps to call it a Faction not a Fraction?
