hmm that explains it but what if the kid had icecream fell scraps their knee and has all sand over his/her icecream? and then starts crying would the cookie still help or does it turn useless just like the biscuit because then i still don't see the difference

Sometimes a biscuit can also be called a cookie, (if you're an American) Those big ugly things from the OP are not biscuits, they're not even scones. They weird... THINGS. Definitely not biscuits...
