During the Eldevin Army quest, in a soldier's duty quest book, when your sparring the other guards, after they surrender, if they have DOT's on them and they tick away, it still counts you as in combat after they yield/surrender, meaning you have to leave the area in order to talk to Captain carter to progress in the quest.
