This is a level 10 quest and stage 1 says "Speak with Tralek in Nidaros mines". Now, the first issue is that in order to enter Nidaros mines you have to be level 36, it won't let you in I've tried. The second interesting thing here is that the quest tracker doesn't even point to you going anywhere near Nidaros mines really, it puts a purple dot right on top of Adera Barrows North Entrance. But this area is also inaccessible as you have to be level 28 to go in there. So there seems to be no way to talk to this Tralek character to go forward in this quest.

Erm, go to Nidaros, go east there's a mine there you can go to at lvl10, the lvl36 is an inner section of the mine.
I did this quest at level without issue, go to Junction inn, then travel east to Nidaros, then carry on goign east to the mine there and then go into the open part of cave and you'll see him.

I had the Adera Barrows issue, but I found my way.

Fixed this issue for the next server update it should no longer point to the Adera Barrows for this quest when you are low level. It'll still be broken for levels > 28.
