It says "+0.1% per point increase to all currently active enhancements."
Is this increase added to the enhancement, or is the enhancement increased by that percentage?
So if one casts empower level 100, this would be a 10% increase. If the enhancement was originally 30%, would it now be 33% or 40%?
How much does empower increase the enhancements?

Empower adds 0.1% basis points per point.
so, at lvl 100, it will add 10% to the total enhancement (not 10% of whatever your stat is currently)

This - although it's worth noting that Empower is one of the few things I've found so far in FS that rounds down (so having a level 175 buff is no better than having 170)

Enhancements are capped at 100
if you really want to test it, put on a set, hit a few critters, and note how much XP you get.
Then get an Empower, and do the same - you should get the same amount of XP.
Can also do the same with a FF Epic item if you want, to see if their EH110 is any better than a regular sets EH100
