There were some tough decisions made when splitting the categories. The way they were split in the end was to try to offer flexible options. This is why both Healing Power and Health ended up staying elixirs despite arguably being more at home in the drafts category.
Since it can be confusing we may change the appearances of the elixirs in question in future to offer visual indication of which category they belong to.

I was confused by this also, why AP and Accuracy are drafts, while HP is an elixir. But now that you mention it, I realize this is more flexible and better for prophets. With this setup, the prophet has the option of more healing when in groups and more sorcery when solo. In both cases still able to take the appropriate (haste or AP) draft.
