I looked in my Hq and see my construction efficiency is - 85%. Is this because I used a boost? If not how the heck did this happen?

this could mean a few things,as im not sure which number you are talking about,if you mean:

 

HQ->Facility Overview->Production Speed->Construction Speed:this is total of all boosts towards construction,this being vip,research,operations boost,ufo title,Hero gear,Hero skills.

 

if this is not the number you mean,use a word map so i can help further
