I don't know whats not recording and what is, but I only have 1 legendary kill despite killing quite a few legendaries (proof on my channel at-least) but I'm sure some devs know I've killed more than 1 legendary creature, and some multiple times.

Well did you for ure make the Killing Blow?
If it's the killing blow that would mean only 1 person is given the kill. Unless you mean something else?

Yes i mean that only one player gets the killed registered.
Just like when I killed the Guardian for To3. I got 1 registered Fish kill and my team still had 0.

I guess that's how these kills are recorded then.

From the next update onwards, you will get credit for killing legendaries provided you have caused damage to the creature.
