I am finding that the spell bar lock doesn't work. Whether it is locked or unlocked, "z" still changes between the 1st and 2nd spell bar. (Unfortunately I found this out the hard way in battles I subsequently lost.)

 

I haven't tested how far reaching this is, but it certainly is the case for chrome under windows 7 running through parallels 9 on a macbook pro (Mavericks).

This is working as designed.   The lock is to prevent you from picking up/moving/replacing spells by mistake with your mouse, especially during combat.   The 'z' button is intended to allow access to the second action bar via. the '1', '2', ... keys.
