Can anyone tell me how I can trained specialized troops?? or we have to get that troops from Downed dropships only?? is there no other way?? and what's for we have specialized troops for if we don't able to produce them?? my hq is at 15 now!!! not getting any option yet to produce them!!! is hq 25 needed or something else the matter???

firstly,specs are worse then t4s,since they don't gain the original line of research applied to them
the only way to get them is either
buy(main reason why you can't build them),
kill lvl 10 dropship,
and covert testing stations
there may be another npc that i cant remember atm

You can't train them. You have to buy them or attack Covert Testing Station or Downed Dropship or Scavengers
