I see the plague doctor mask in the tailoring menu, but I don't see the other plague doctor items in the set.  What am I missing here?

You aren't missing anything. In fact the reason you see the helm is because it is part of a dungeon set. Every 5 levels, excluding lvl 30, has a dungeon set. These items are obtained from the dungeon loot and spending relics at the Champions Hall (Heavy and Medium Armor) or the Order of Life HQ (Light Armor).

Dungeon sets wich appear every 5 levels with the exception of lvl 30 wich is completely crafted can be obtained with various methods

The helmet can only be crafted the special materials the remnants can be found as loot in the according dungeon or bought with relics gained feom the dungeon.

The boots and gloves can be found as loot in the dungeon or bought with the relics.

The armour and legs can only be bought with relics

So lotta work to get a full set

Yep only the helmet is craftable.
