Are the scrolls like spells that when you read them you learn a new magic spell like with merds frost?

Yes they are!!
You can hide them if you want to, just go to spells and the one you want to hide.

do i need a special staff or something to cast the spells, or can i just cast them

you can just cast them, they will appear under the banner saying 'actions for map location (x,y)...'
they will use varying amounts of mp and inflict varying amounts of damage on the intended target, they grow stronger with use
spells like meteor affects everything in the square
if you become a supporter, you can make your own spells
