Heroics are not getting much love, it is a lot rarer to get full gear of heroics then a gaurented dungeon set, I suggest giving un-crafted heroics special mods, for example +50% more damage to silenced foes.With these type of mods on heroics it will start a market for them,it will actually give people of ether a dungeon set or heroics.
Please take out the bound mod off of objects, it reduces the amount of input players have in a market.

And, as stated many times before, dungeon sets should be split into a set of 2 and set of 3 with bonuses for having a set and additional bonus for having both sets.
