ok i want to really!!! get to lvl 25 but on my vitural lvl amount is says 66 but im 63 will it go to 63 enacutally? or stay at my highest point?>/????

When you level up you get 2 levelup points per level you gain. When you allocate these you lock your VL. So no, your current level will continue to drop, but not your VL. Unless you pay for the reset skill/levelup points option costing 175 FSP in the character upgrade section.
