Like its twin, emissary, do the quest, change for the people, requires additional quests in order to complete it? Right now I have to talk to Bemis the Librarian and the quest won't trigger.
"Change for the People" is what we call a hub quest. Essentially it requires other quests to be completed in order to advance. The stage where you talk to Bemis requires the completion of the quest "Librarian Transformed" which is a level 34 quest. Before that it looks like you would need to complete "Descent Towards Understanding" which is level 32, both above the current level cap. You raise a good point though, those quest subtitles need to be looked at. They're not especially indicative of what you need to do.
Also is the fix for the Secluded Valley is still a work in progress; I was able to talk to Enziostien to get pass the New Ideas and Light the fires quests but I can't get into the valley itself, instead when I right click it, it says examine tunnel.
As I understand it we have fixed an issue with entering Secluded Valley, but we haven't pushed the build that contains that fix. If you're still having problems after we push that build, definitely get back to us on it and I can have a look at it for you.
Also is the Broken Shore quest meant to be done yet or no, I tried entering the area and I had to be level 31 which is currently impossible right now despite the quest being level 30.
Broken Shore is level 31 content and so is unavailable at the moment. We plan to open it up when we increase the level cap. When we release it, you'll likely be able to enter the area at 30 to match the quest you have.
