As the talent suggests, every point of focus should grant you 3/6 ranged attack power.

both of my rings and charm combined give me 50 points of focus, which should be 300 bonus ranged attack power (just using these 3 items as it gives a nice number).

However when I remove these items my ranged attack power and ranged DPS stays the same.

Could somebody please explain to me if it is supposed to work like this, or if it is just broken.

It's almost certainly applying to your base points of focus only.

I pretty much hope its ment to be that way - else ranger would be totally overpowered - and talents that go with attributes are usually based on the base attributes you spend in it

Yes correct this is the way it's intended.

Does this also apply to Talents like Intense Focus?

 

Talents which apply to base attributes rather than total attributes should be indicated as such.  It is in no way obvious from the wording that they work this way.
