Spectral Barrage:
lvl 34 = 35 even have skill point;s same with other skill's
Requires eqquipped Archer weapon
channel 10 sec
Range 12yd
Basic info
Now Tool tip issue
release a barrage of elemental arrow's, which rip throught multiple foes.
-fires a speactral Arrow every 0.5s
-Spectral Arrow Deal's 95% Range DPS.
Tool tip need's be fixed.

It's actually fairly decent. That is 75% of your stated DPS is every .5 seconds, or 150% DPS per second. It also crits, and does not seem to miss (at least in beta). Coupled with Torrent, it's excellent single target. A disappointment for a top tier talent maybe, especially when looking at talents like Dragon's Breath, but still good against bosses.
I completely agree the description needs updating. Ripping through foes implies a 'penetrate' type effect, so several mobs can be hit by lining them up. Not just switching targets when one dies.

bump this thread as still have not seen or heard any respon to issue of tool tip!
Nice change so 95% vs 75% - tool tip still need's be updated.

The problem with the tooltip is that it says Spectral Barrage 'rips through multiple foes' and it does not, it targets ONE foe at a time then moves to the next target until it completes its cycle... You might get better response if you posted this in bug reports. 
Spectral Barrage is a bit misleading, it isn't an AOE spell.
