I just completed the Shock and Awe quest and found that it was way to easy. I completed this quest solo at level 7. I don't think I have high quality gear.

 

Att Power: 729

DPS: 133.9

Acc: +10.44%

Haste 3%

Crit chance: 16.73%

 

Armor: 214

Melee Def: 3.12%

Melee dodge: 5.01%

 

I was able to take down Raelin pretty easily with only losing about 1/2 my health and using a minor healing potion (+200hp)

What level is the quest ?

Not surprising.  I think of the prison as a training instance.  Introduce new players to the concept of a group dungeon.  As such it really needs to be fairly easy.  Any two classes can complete it at level.

 

Here's to hoping we see a raid version of it someday
