If you are not in the PvP Ladder:
- You would not have a PvP Rating therefore you would not gain/lost PvP Rating in combat.
I don't see big problem with this if they would still be able to lose Gold XP when attacked
- You can only attack players within +/- 10 of your current level.
Big NO for this one-they chose not to PvP-so why should they be able to attack anyone for any reason-unless they chose to opt-in or automatically opt-in as soon as they attack someone..
- You can choose to opt-in to the PvP Ladder, but you will not be able to participate until it resets.

- You can attack players for PvP Rating, gold and xp loss anywhere within your PvP Band.
Yes,this is what the ladder should be...
- Other players can attack you for PvP Rating, gold and xp loss anywhere within your PvP Band.

- You can attack players within +/- 10 of your current level outwith your PvP Band for gold and xp loss (not PvP Rating).
And,yes
- You can choose to opt-out of the PvP Ladder, but it will only take effect when the PvP Ladder is reset.
I would add that you can't opt-in again for at least 15 days from your opt-out...
