where do i get pulse lines? ive looked all over.but cant find

they're dropped by Corrupt System Monitors (along with Monitor Heads and Systems Logs)

Actually the Energy Cords are dropped by the Corrupt System Monitors, and from those you EXTRACT the Pulse Lines.
