I didn't look at the guild you linked but I was told that some new players under level 50 were being hit by level 50(+) players.  We ran through a lot of scenarios just to make sure it was the real deal and I'm confident the update was not implemented as advertised.  Under 50's can still be targeted but they can't join a conflict as a hitting participant.  oops

 

Remove cap, replace with exemption period, job done
