I hit someone very much active and won the combat, but it didn't count towards my DQ.

Did they have pvp protection active?  If they did, that's why the hit didn't count.

If they don't lose XP, they won't count for the DQ.... at least that's what I was told

Thank you. That must be it. I assumed PVP protection is for the benefit of the one being attacked. That should ideally still count as a successful DQ attack. It is very difficult to find active players at the later levels.

The rules for the PvP DQ were changed a while back so that they coincide with the rules for Prestige
An "active"  target has to have been active in the past 7 days, and XP loss must occur...  I'm unsure if this applies when Conserve kicks in, but I suspect it does (I actually imagine BG saying "Bwahahahaha" about it....  he's quite perverse in this way)

I'm thinking it's because a lot of us were just hitting anybody that wasn't listed on their profile as (Inactive Account) i.e. +30 days inactivity...

The target now loses XP on a Conserve activation. This is true for all areas of PvP: Ladder, Bounty & Normal Hits.

I did not know about this.... I haven't been able to actively "play" for some time due to some health issues
