For RP purposes, at least. You personal rooms in the Arcane Sanctum and the Barracks should give rest bonus if/when you go and log out there.
It only makes sense. Bed == rest.

I agree. I'd like to see more to do in these areas as well. That way it feels like home or something.

In the time before player housing is introduced(if it even is) it would be great if we could do more with these spaces.

I think those rooms are too far away, I wouldn't go there for rested XP. I'd like to be able to stay in one of those rooms on the second floor of the Golden Tankard though.

On OP's post though, I agree. I don't usually go there as much but hell, it would be a nice feature to have.

It would be cool if they added this, but people probably would not use them as there are already rest areas in central locations that are easier to access.
