Rather than having to chose between the two (or not using them at all, which appears to be the overwhelming case), have a single gem that regenerates both health and mana. If that is too OP, then drop the regen rating a little.

Makes sense to me. Perhaps actually have it so you can fuse the existing two into a new gem.
Since we are on the topic of less usefull gems, Zirconia should add a small amount of haste since foot speed is less important now that mounts have arrived.

in all honesty...make the tourmaline be health and mana regen...even a perfect with those regen rates it's useless...soo its not a big deal. then take the aquamarine and make it the haste gem

spinel-dodge gem (this blend of red and black...looks bad ass...just saying..and sins need to look extra bad ass!)
Olivine-its a dual shade of green and brown and resembles the color comb to the peridot being very similar in color to signify its defensiveness for the game making this a perfect candidate to be the armor gem

How about some Heroic Runes with more unique procs. Knockdown, Sleep, Anti-Haste...

About proc gems. According to classes here.
sin- Proc to bleed x% of attack power.
warrior- Proc to increase critical stike chance [as critical strike isnt implemented on bleeds i think, this wont go unbalacing stuff]
prophet-proc to increase healing power
tank-proc to increase health
mage/range- Proc to knock back 5 surrounding enemies!

You need knocknock back to get the melee away from you [which melee is useless from ranged].
A talent could be added "when everyou knock back a enemy it stuns them for 3seconds]

I think we may be looking at it from PvE vs. PvP sides. I was thinking about PvE, where the mobs should never get that close (unless I'm solo and trying to group them for vines/storm). In both cases knockback is not the best spell. Here bleed (for kiting) or more crit (faster kills) are much more appealing.
In PvP a knockback with stun, especially when I'm silenced, could make all the difference. I might even find myself blessing Fleetfoot as I run away.
This is one reason balancing both PvP and PvE is so difficult. Besides the issue of talent selection, there's also gear and gem selection.
