Im trying to figure out how to complete the last part of this quest curing the plagued and I went back to see Archmage Rufan the guy who gives the quest to you and all he says when you click on him is I'm a bit busy sorry or I can't help you right now. 

 

if this helps it says on the lower left of the screen where it shows you the currant quest your on.

what lvl are you now, you may need to lvl up again before you can continue

For that quest you need to complete every quest inside the Curing the Plagued questbook, at which point that quest should also complete. Unfortunately, due to the level cap in place for the beta you can't complete the whole book at the moment.
