Started a new character, trying to complete this quest and I've been sitting in the Artist's house for nearly 10 minutes, he won't leave so I can steal the painting. Got fed up and tried to steal it with him still in the room and it's a no go either.

i think it depends on the time of day in the game
I love to help out people and if you need any raw mats just ask me or pm me in game US server mostly

Claude will eventually go to bed when evening comes around. That should be the best time to steal things from him.
To see the in-game time you can use the /time command.
