When you click close enough to your character you can move without your character walking. Is this a bug or just meant to be?

The animation seems to require that a certain amount of distance be moved. Under that distance and you look like you're just sort of sliding around. The animation not only has your character walk but turn to face the direction in which you click. It doesn't look like walking can happen until turning is complete, and the animation takes a bit of distance to turn you around. That's been my observation anyway.
