I destroyed mutuubo fetish last month, now I'm unable to complete the 2 new quest. Please next time do not create new quest with dependencies to older quest items!

Best not to destroy quest items as this has been done repeatedly throughout the game. As for the item you destroyed, contact Support with a screenshot from your Questbook showing you receive the item.

Geez, Ignotus, I would have thought by now that you know you need to keep unused quest items for the next batch of content, just like the Hag Fiends Twisted Key and Queens Twisted Key that I still have in my backpack from 400 levels ago...

Which creature drops the common item and at which level?

it's usually the first or second level of the batch -- check previous content batches to be sure

(Almost) invariably the first level in each batch. Since common drops were reintroduced at 1876, there have only been two exceptions: 2026 and 2401, which had no common drops at all in those 25-level batches. (There have been a couple of times where two common drops occurred, but the first level was still one of them.)
You can easily check this by searching for common items in the OFSG
(And, just to confirm, I have frag'd commons at 2926)

There is a drop at 2401. Rune of Theragoth, dropped by the Elidar Stormcall Drac. 2026, I was not aware of. Thanks for the heads up. I've sorted that.
