While crafting armor, a single "mysterious wisp essence" appeared in my inventory. This is a bound quest item. While I was bringing up the snipping tool to capture image for this bug report, a 2nd wisp essence appeared. Note that text appeared in the general chat indicating that character had obtained "1x Mysterious Wisp Essence".

Grouping, Quest item obtained even iof not on same map Quest item shared...
Question group with some one kill wisp at tiem obatin these, If so probly have Quest active - quest item shared no need be on same map.
