Simply add that the Buff Enhancer is activated on the buff seller in the buff market, along with the icons of sustain, extend and fury caster.
Further to the above, the mouse over on the buffs is incorrect as it only accounts for the level of the buff without fury caster/buff enhancer. For example, it shows Smashing Hammer [150] as 7.5% increase when it should be 8.75% increase.

Buff buyers should be able to see at a glance if Buff Enhancer is active. There is a huge difference between buying a lvl 175 or lvl 191 buff !!

Reinforced as well
Just hover over their sustain icon and you'll know if their buffs are reinforced 
And a big yes to the original idea! It would be very handy when looking through lots of different buff packages
