In some respects i don't think lower levels should even attempt daily quests there are plenty of better ratios their stamina can be used. In all seriousness i believe daily quests are for EoC only. Ofcourse anyone can do them but it's simply not worth their stamina. Can get way more out of gvg/th/whatever else uses stamina to upgrade character.
I don't think it was ever the idea to have such big rewards that you can upgrade your character with it. Not for just doing a simple task. It is imperitive however that you gain a bit more than it costs. That stimulates more players doing them, but more important, it stimulates overall activity as you can do a little more that day.
So the concept is good, we just need more diversity and rewards as I described above. So it is good to see and wait first what the next set of tweaks will bring us.
On a side note, I think it is good BG will discuss with Hoof about some sort of filter to prevent undoable quests for a player.
