It doesn't seem to actually slow the target? But it's only 10% so really hard to tell.

 

There is no debuff icon placed on monster, so I can't really tell if it's working or not. Can we get a debuff icon added if it is working?

Tested the talent and it does work, aye the 10% is not the easiest thing to notice. These might get icons at a later date.
