I have the quest Unloading a Problem (part of the culling the plague) it is a level 30 quest I am on part 2 of 9, it is telling me to go to Illaneska and talk to Quarter Master Lynch at the barracks, I go to the barracks and he is not there, and all the stairs say the door is locked and on one set of stairs NPC's come forward and say you can not go up stairs.
Once in the barracks you also can not leave, there is no exit.
