Despair seems to not work on mobs, including ones are clearly spell casting (Crimson Runesmith).  If it only works on players, there should be some indication that it's PvP only.

Hey, thanks for this It is intended to work on mobs but we need to identify which mob attacks are spells and ensure they have a fallback melee attack. Little bit of work to do on this for us. On the flipside we're also going to get more mobs with their own silence abilities to mix up combat in the higher levels a bit!
