what is skill power and how do i use it. ive got mine maxed at 50/50 but dont know what its for

It's for class buffs.
Like the Cyborg Patch buff.

the skill power is energy used to cast either mutant, cyborg, soldier, or purist buffs

So you can't buff at all without it???

you can use the core skills without it. however, if you want the other kinds of skills, you need to first bring up that energy bar

so does the energy bar have to be full and does it help the lvl or wat ? or does it have to be at some kind of many points to cast something ?

When you have enough you can cast them

Hummm,
Does anybody know when I get SKill points whom I can use to allocate on skills:P
I don' t seem to get it when I reach another level, I don' t get it when my class-bar is filled:P
Sooo...
Can someone please help me???

You get skill points when you complete certain missions.
