This quest is started in Isle of Nasaroth, from Bonedigger Weaver at his little campsite.
Quest Name: Samples for Study
Objective: Get the Savage Tribal Glyph
What you have to do is go into the Baratika Caverns and kill this red lizard boss, and he's suppose to drop this item. I've killed him twice already, will try once more. He's yet to drop the artifact.

Not positive, but I think you get the glyph from the pedestal outside the cavern. You go inside the cavern in a follow-up quest.
