i had 34% rested xp after my game stopped loading for some reason i finally managed to log in i was down to 15% 
34% rested xp because i haven't been playing so i left my character at the pub.

I can confirm that the Anchor and Tankard in Brokenshore doesn't apply rested status. 
Bryn - Prophet - lvl 45
Ullr - Ranger - lvl 32
Thud - Warrior - lvl 16
Payn - Templar - lvl 16
Jinx - Mage - lvl 10

It has been added as a rested area, it will be fixed in a future update.
