how do you level it up? I really wasn't paying attention to how this works

Compose more potions. You gain a certain amount of xp for each potion composed and once you hit the required xp you level up. The bar indicates how much progress you have made towards the next level.

Is Adept Learner And Light Foot The Only Two Skills Available?

Just at the beginning, Level 1, as you progress up each level more skills are added. Level 2 and Doubler is added.
