First things first, the game needs a gear sink - lots of gear isn't even needed and is just basically merched.
My idea would be to add masteries to gear that have 5 upgrades and any gear item is upgradable and the cost is significant and brings a huge new variety of gear on the market.
Theres 5 tiers, each tier adds 5% stats and Enhancements bonus to the gear, upgrading the gears mastery will reset the gears quality and forges. After the mastery upgrade the quality reforge and forging will become more expensive(see below for statistics).
Mastery Tier 1 - Requires 1 of the same item + 20 PVP Ladder token (adds 5% bonus to stats and enhancements).
Mastery Tier 2 - Requires 2 of the same item + 40 PVP Ladder tokens (adds 5% bonus to stats and enhancements[becomes 10% in total]), best quality reforge will cost 2 times more, hell forge will cost 2 times more in fsp and gold.
Mastery Tier 3 - Requires 3 of the same item + 60 PVP Ladder tokens (adds 5% bonus to stats and enhancements[becomes 15% in total]), best quality reforge will cost 3 times more, hell forge will cost 3 times more in fsp and gold.
Mastery Tier 4 - Requires 4 of the same item + 80 PVP Ladder tokens (adds 5% bonus to stats and enhancements[becomes 20% in total]), best quality reforge will cost 4 times more, hell forge will cost 4 times more in fsp and gold.
Mastery Tier 5 - Requires 5 of the same item + 100 PVP Ladder tokens (adds 5% bonus to stats and enhancements[becomes 25% in total] and in addition adds 25% bonus to the set bonus), best quality reforge will cost 5 times more, hell forge will cost 5 times more in fsp and gold.
Mastery 1 Stone
Costs 30 PVP Tokens and is tradable.
Mastery 2 Stone
Costs 50 PVP Tokens and is tradable.
Mastery 3 Stone
Costs 70 PVP Tokens and is tradable.
Mastery 4 Stone
Costs 90 PVP Tokens and is tradable.
Mastery 5 Stone
Costs 110 PVP Tokens and is tradable.
Take in example a tier 5 inferno hammer - it would need total 15 of the tier 5 inferno hammers to be upgraded to tier 5 mastery - not something everyone would do but it would be a great advantage and an even greater achievement to boast about - In addition you would need to reforge it at a 5 times higher cost and roll a new quality for best opportunity each time 25 FSP sinks.
Take in example pvp/gvg/ladder combat - it needs some variety and 25% gear bonus could make a significant difference that you worked hard towards to obtain - gear would be very hard and expensive to obtain but would be worth every cent spent on it. Biggest advantage would be guilds and lower level gear would be easier to obtain for the mastery upgrades - guilds wouldnt have to hoard so many different items and could even possibly skip purchasing some setup sets in between, makes pvp ladder a decent income source.
In theory it could take you about a year to fully upgrade you're 9 gear setup from the tokens gained from the ladder and about 1-2 months for just one gear piece(given that you mostly finish first).
