The emote is given as a scroll, and I've fixed point 1, but thanks for pointing it out.

no scroll after collecting all the coins?? hovered over the reward but no scroll in my inventory? all that time and effort for nothing

have you noticed the price of coins?
when selling one gold coin, you get 1 copper. when selling 4 of the same type, you receive 6 copper
maybe the price of coins is buggy as well and was intended to be much higher.

There wasn't any scroll in my inventory after finishing the achievement. 
Otherwise I wouldn't state it as a bug.

I did not receive a scroll either. It showed it as a reward when the quest completion popped up, but it did not put a scroll in my inventory.
