i think we all agree it needs tweaking ,i have no one in my range atm as well 

tbh im not sure what the answer is but increasing the level range would be a great start 

its fine the way it is, people who don't want to be labeled as "toxic" wont do it anyways - that's 99% of the playerbase, always nice to have a choice tho if the person bountying you is being nasty.
