Heavy Weight should be a Lv.1 Buff

If one of the main idea of Heavy Weight is to stimulate more PvP, why made it a Lv.1600 buff?

Removing the ability to Bounty a PvP Ladder attack is something I've been thinking about. If enough people want it, I don't see why not. It might be a relatively easy tweak, unlike the rest of the suggestions.

Agreed. Although we are told the new buffs (that we can see the names of in the AH) that aren't yet released are to be lower level buffs not for the 1400/1600 tiers, it would be good to have an extra low level pvp buff. Aren't too many with that buff at 1600 anyhow...
