that doesn't help, because i'm AT (16; 1), and there's nothing for me here. I understand your frustration, but a little less condescension please.
i think i bugged the quest maybe?

i went back to (16:1) in the Halls after collecting the ore, but there was no dialogue option. i warped to taulin city, and went to (5:1) where the dingy stall is, and still no dialogue option. was i supposed to go back to where i first met him in the PvP area?

ok MyWay, your "instructions" forgot to mention that you have to BACK to the PVP area where you met him first and THEN go to Taulin City. NOT to 16:1 in the Halls and then to Taulin.

i did go back and then went to city and no turn in point also im not he only one in my guild who hasent finished this quest

I did finish this "money from mines" mission and I used SkiFiend's posting as the guide.

My apologies -- I had it correct on my website -- but, I did not realize that I had not updated it on the 'Mission Guide' in the forum -- it is now corrected.
