I became a cyborg and then it gave me this thing called surge. What does it do? I get some every time I kill someone.

each class has its' own unique skill power - for cyborgs it's surge

 

click character, then skills to see the skill tree for your class (click cyborg in your case)

completing missions gives you skill points - used for core skills as well as your class skills

 

even if you don 't want to bother with the extra effort involved in each class; still a good idea to join one, any one, and put the minimum points needed just to get the healing skill offered in every class
